Position Overview

The Scientific Assistant 2 will serve as Programme Manager for Afghanistan and will be responsible for the overall implementation of the programme.

The selected candidate will regularly travel to the field and contribute their expertise in:

  • Programme management
  • Multi-stakeholder dialogue facilitation
  • Production of scientific and policy-oriented outputs

Main Responsibilities

Programme Management

  • Design, develop and implement the programme’s work plan and activities
  • Oversee budgeting and financial monitoring
  • Identify and mitigate risks, including political and security risks
  • Draft and present narrative and financial reports

Representation & Stakeholder Engagement

  • Develop and maintain partnerships in Afghanistan and at regional and international levels
  • Gather contextual information and analyse political and technical developments
  • Promote dialogue and trust-building among actors involved in water governance

Required Qualifications

  • Advanced university degree (Master’s equivalent) in Political Science, International Relations, Peace and Security Studies, or International Cooperation
  • Complementary experience in water and/or environmental issues
  • Minimum 5 years of professional experience in project development and management in international cooperation, water governance, political analysis, or conflict transformation
  • Experience working in fragile, volatile and complex contexts (ideally in Central or South Asia)
  • Proven experience engaging and coordinating diverse stakeholders (governments, international organisations, NGOs, diplomatic actors, etc.)

Skills

  • Excellent project planning, budgeting and reporting skills
  • Familiarity with conflict-sensitive programming
  • Strong diplomatic, communication and negotiation skills
  • Ability to work independently in politically sensitive environments

Languages

  • Minimum B2 level in English (required)
  • French is an asset
  • Dari or Pashto is a strong advantage

Contract Conditions

  • Fixed-term contract (1 year, renewable)
  • Project duration expected to extend up to 2.5 years
  • Funded by external resources
  • Start date: As soon as possible
